The BCCA is a trade association that represents businesses that provide at least one of the following products;

  • third party cheque cashing
  • short-term unsecured loans, including payday loans

Third party cheque cashing
This service is available to those who do not want to wait for a cheque to clear through the banking system. It is also valuable to members of the public who do not have a personal bank account.

How does it work?

The customer, or payee, takes their cheque into a cheque casher who will then, by virtue of the Money Laundering Regulations, make checks to identify and verify the customer. If satisfied that the person is who they say they are, they may decide to cash the cheque. It is also likely that the cheque casher will make enquiries about the cheque with the drawer (i.e. whoever wrote the cheque).
There is a charge for this service which is usually deducted from the face value of the cheque. The cheque casher pays the customer, less the fee, and the customer walks away with the cash in their hands. The cheque is then banked by the cheque casher, who has special arrangements with their bank to do this, and payment is made by the drawer of the cheque.
In most cases, businesses that offer third party cheque cashing must be registered as a Money Service Business (MSB) with Her Majesty’s Revenue and Customs (HMRC).
Payday Loans
This type of loan is for people who require a cash advance to tide them over until their next pay day, and they are typically 30 days in duration.
The purpose of payday loans is to act as a short term solution to temporary cash flow problems experienced by consumers. It is not intended for sustained borrowing over long periods.
Businesses that offer payday loans are licensed and regulated under the Consumer Credit Act. The OFT (Office of Fair Trading) currently carry out licensing enforcement.
Other short term products
These products have an intended repayment period of six months or less. They may include, for example, short term instalment credit products.

Businesses that offer unsecured short term loan products are also licensed and regulated under the Consumer Credit Act. The OFT also currently carry out licensing enforcement.
